This replacement IC4 did the trick! I was worried when the chip came it said 96B on the top and didnt match my old one, but it doesnt matter and works great so far. If you get no neckglow, check if IC4 is shorted and if so this might just fix it!

Don’t buy from Ebay.
Just tried an old order from eBay and it only output 110vdc. Swapped for AP&R, works perfectly. Don’t waste your time with subpar parts!
