MB3713 is a 5.7 watt Audio sound power amplifier chip, ZIP-8 Package.  This is used on many Arcade games and other applications.  The MB3713 can be used to replace the MB3712 if you install the MB3713 turned 180 degrees since they are mirror pinouts of each other.  These are NOS chips.
