25 Ohm 5 Watt 5% tolerance Wirewound High Voltage 460V Rated Power Resistor (R1067).  Ohmicone® Silicone-Ceramic Conformal Axial Terminal Wirewound Resistor.  These all-welded units are characterized by their low temperature coefficients and resistance to thermal shock and stability under high temperature conditions.  These are common on Pinball and arcade applications such as Bally Power supplies / Rectifier PCB AS-2518-25 at R2 and any other location that requires this value of resistor.
